Hi guest, "Kernel Linux fans"

Greetings to all,
I want to ask, how many IPs are there in one Port, and as far as I know (as a
beginner in the network world) where I live IP: 192.168.1.151 and Port: 8.8.0.0
And I always lose my IP location, with the port still the same. At the time I
was HotsPot wifi in my IP coffee shop right where I was. However, when I use
the quota my IP provider is out of town while my Mobile phone is with me in the
city.
Can I return my IP to where I am with my cellphone?
Can I change my mobile port?
And what is Proxi?
Does Apple Mobile also use Kernel?
I use Apple Mobile and ASUS fandroid. Thank you I am waiting for the answer.
