That's a "monolithic" update, right? You're not using anything like
Linux jffs/yaffs overlay filesystems to allow updating specific
platform files, but instead device vendors are pushing full platform
releases, right?

It's not that an OTA platform *can* update everything from the kernel
to core apps, but that OTA platform updates *do* update the kernel and
all the core apps, right?
