Let's say I put a rouge application that was installed on ~100
phones.  My application checks my specified DNS and waits for a valid
string number-> using ACTION_CALL I have my victims all call a hotline/
person repeatedly-> flood the phone line causing the any legitimate
resource going inbound or out to be unavailable.  Now with the use of
phone malware you could deny access  of other phones.

I also suppose Android phones could be use for mass voice spam, sms
spam, and even sending those $100 texts and calls.  Even toss an
application overlay and display ads/images that always remind on top
of any application and even the launcher.

Hell if you wanted to be a bigger dick you could download mass data to
the phones going over their plans.

I'm just wondering if there is any prevention?  It shouldn't be hard
for the average joe to code and toss it on the market and make some
lulz.
