if you have a source tree, you can use luni/src/main/files/certimport.sh to
regenerate cacerts.bks from the cacerts directory.

If I recall correctly, there may have been changes to cacerts.bks in the
various 2.3.* releases, so be sure to use the latest branch. I apologize
that I don't know what that is off the top of my head, I don't work much in
the AOSP tree.
