There currently isn't a general way to install a CA on the device for use by arbitrary apps. Even the main feature request that I'm tracking doesn't really discuss having a CA that is only visible to a subset of apps: http://code.google.com/p/android/issues/detail?id=11231 if that is what you want, it probably should be bundled in the app.
