It does, and is enabled in the kernel by default (at least on the phones I've used, running 2.1, 2.2, 2.3). However, I think the only IPv6 addressing method that works is stateless (i.e., no DHCPv6). If you set up a router advertisement daemon on your network, Android devices should pick up an address.
