It looks like Google has temporarily pulled the .apk encryption feature. 
Users were reporting problems of legitimate play store purchased apps from 
being able to run possibly due to a bug in Jelly Bean that didn't handle 
the decryption properly. Users who now re-download apps will download an 
unencrypted version of the app until Google can resolve the issue, probably 
with an OS update.
