Maybe they are apps who can do harm to the system or not secure. For example, is a game app is granted a permission that allows it to send messages or make phone calls or even get contacts information,it may collect your private informatiion, but as a game app, it don't need to have such permissions,so i think this is a kind of app that may be listed in a blacklist. Maybe my oppinion is not correct ,i just speak out my thought.thank you.
