The Gatekeeper service is Code Signing; and the Seat Belt service is
Sandboxing. The kernel extensions have been there for some time - it
was not recently added.

You can read about it here:
https://developer.apple.com/library/mac/#documentation/Security/Conceptual/CodeSigningGuide/Introduction/Introduction.html.

There is a command line interface with spctrl(8):
https://developer.apple.com/library/mac/#documentation/Darwin/Reference/ManPages/man8/spctl.8.html.

You can see the state of Gatekeeper by navigating to Preferences ->
Security and Privacy, General Tab.

You can turn it off, but its a bad idea. You are suggesting the right
course of action.
