In addition to Dominik's suggestion, you also have https://code.google.com/p/android/issues/list. But if its purely a Google authored email app, then they might close it as "wrong forum". In which case, its the endless maze of product support forums. If they toss you into the maze, then email security@ or post it to Bugtraq and Full Disclosure.
