no, they are not restricted, you can participate and contribute to the
pages yourself.

Confluence shares a user database with our bug tracking system called
"Jira". So, please signup for a new user name at
http://jira.andromda.org/secure/Signup!default.jspa

Then, browse to http://confluence.andromda.org and login with the same
user name and password. There, you can browse pages, comment pages and
create new pages as well.
