Using the pattern matching exception handler on general error page

The pattern matching exception handler makes it easy to create personal error 
messages by throwing an exception with a message like "{error.message.key} 
default message". See http://galaxy.andromda.org/forum/viewtopic.php?p=1008#1008

This doesnt work for the first actio nof a use case as there is no input page 
defined, so struts cannot process the errors. An HTTP 500 is generated and the 
global error page is displayed.

It would be nice to be able to use the same mechanism on the global error page.
