This is strange. Maven build fails repeatedly but if I manually download the
commons-jelly jars, it builds fine.
You might try building 3.1 from scratch (clear your ~/.maven folder) with maven
1.0.2 on your machine.
Sorry if this turns out to be a false alarm.
