That's what Argo uses to load its XMI I believe.  The
last guy that was attempting to work with Argo wanted
to create an AndroMDA repository with nsuml.  I think
nsuml isn't really maintained anymore (you can see
their last release was more than 2 years ago).  We can
use MDR (which we currently use) to read UML 1.3
metamodels, it just needs to be done by someone thats
interested in having that support.
