Did you create a build.properties file and add http://team.andromda.org/maven to your maven.repo.remote property as described on this page?: http://team.andromda.org/docs/starting.html
By the way change the version to 3.0-RC1-SNAPSHOT. Also yes you can run andromda with ant, on the same page there are instructions for getting started with Ant. However I would highly recommend using Maven...we have very good support for it.
