I'm afraid you'll have to invest some time in learning how the cartridges work. 
What is concerned the bpm4struts cartridge I can say that modeling an operation 
does not necessarily mean that exact operation will be generated.



In your example it would mean that this operation would be generated into the 
controller class and would have access to the two parameters you have modeled, 
via the form argument.



Take a look at the examples, for example the online-store, take a close look 
there and you'll understand how things are working (investigate the generated 
code, the model and the runtime behavior)
