Well, DUH! and double DUH! Just now restored both wince and the
wince bootloader on my h2200 and it was so simple I can't believe it
isn't in the website instructions somewhere.
All I did was to take the two rescue images -- pocketpc.rescue and
2ndstage.rescue and dd them onto cf cards. Like:

dd if=2ndstage.rescue of=/dev/hde (this was on my laptop where the CF
card in pcmcia adapter shows up as /devhde)
and
dd if=pocketpc.rescue 0f=/dev/hde

This on two different cards, or the same one after using it first.

Then, just put the CF card in the ipaq, connect the serial cable to a
minicom terminal so you can see what's going on, then hit the Contacts,
Power, and Reset buttons altogether to get into the rescue bootloader.
The ipaq sees the CF card, reads it, and then the ipaq screen says
"Press Power to Flash" so you do that and wait and it flashes it.
I did the bootloader first, then the wince. The wince takes quite
awhile, and then after it says "100%" it takes even more time for the
checksum. But once the "SER" prompt comes back up on your serial
console, the ipaq screen will say "Checksum Okay" and you just reset.
