Few things can be said here:

1. On-device development sucks. Get the real computer with OpenEmbedded.
2. If you insist, install *-dev package for some gpe app, it should
pull up all the needed stuff.
3. For more comfort, we would have some on-device sdk meta-package one
sweet day.
4. Another sweet day, http://www.angstrom-distribution.org/repo/ may
acquire file search capability, just like Debian's.
