This is a 2.6.24 kernel, right ? I noticed the same with WEP encryption. The reason propably is a misconfigured kernel build as ieee80211_crypt_wpa and ieee80211_crypt_wep have no dependencies to arc4 in the modules (judging modules.dep). Try the 2.6.23 instead, this one works.
