The correct way would be for udev to strash the devices cache in /dev until
after checkroot has run then run another init script to copy it into /etc/.

Just out of curiousity, why would udev need to run before checkroot? I am
still a bit confused by all of the /etc/rc*.d magic.

My opinion is udev should run as early as possible so later scripts can make use of devices in /dev.
