My personal opinion: rewrite everything. Reuse only code that is not
dependent to angular.

Angular 2 (now 7) is working very differently that angularjs you will be
able to take more advantages with a new code base.

If you're in a hurry, it used to be possible to host angularjs code inside
angular app in order to be able to migrate progressively, I never tried and
don't know if it's still feasible.

Working with angular is a great experience, but it's angular, so it's
almost the same learning curve that with angular.

Good luck.
