Hi Sheriff, I don't think those two features are compatible at all. I get where you are aiming for, but the way those things are build makes this, well, not impossible, but... Can you rethink the UX a bit so you don't have to do this D&D on a virtual scroll list?
I would put the same list on screen twice, next to each other. Then the user can put the thing he wants to drag, and the place where he wants to drag to are both in view. Then drag from one list to the other. But as I don't know your requirement, so I don't know if that solution would fit.
