Highlights of this release:

* TelnetAppender now listens on 127.0.0.1 by default; set listenAddress to 0.0.0.0 or :: to watch the log from another machine * The log4net.Ext.Mail SmtpAppender now requires TLS by default; set transportSecurity to None for a relay without STARTTLS * SmtpAppender, TelnetAppender and RemoteSyslogAppender no longer block logging threads on a slow or unresponsive peer (bounded send queues and send timeouts) * The default MatchTimeoutMillis of StringMatchFilter and PropertyFilter is now 50 instead of 1000, and the new TimeoutDecision decides an abandoned match * RollingFileAppender keeps the log file when a rollover cannot rename it, instead of overwriting it * ConfigureAndWatch with a FileAppender no longer fails to lock its own log file on reconfiguration (regression since 3.3.1) * No more "Exception while reading ConfigurationSettings" error in natively hosted processes such as powershell.exe * Secrets are no longer echoed in internal debugging output and in AdoNetAppender connection errors * Syslog, EventLog, OutputDebugString and Telnet appenders escape characters they cannot carry instead of dropping them or the rest of the event
