HB2642 was approved 22-0 last Friday by the House Priveleges & Elections 
Committee.

This legislation would make it illegal to compensate paid petitioners in any 
manner related to signature production.  This would make it much more difficult 
and more expensive to run petition drives with paid petitioners.  It is tough 
enough to get on the ballot in Virginia, particularly statewide offices, as it 
is.  I do not know the motivation of this proposed legislation.  I am not aware 
of any accusation of paid petitioner misbehavior.

The Sixth Circuit US Court of Appeals ruled that an Ohio law, which was similar 
to this, was unconstitutional.  I think a lawsuit would get this law 
overturned, should it become law, but I fervently hope that it does not come to 
that.

Let's try to stop it in the House of Delegates, and if we don't succeed there, 
we will need to immediately turn our attention to the Senate Priveleges & 
Elections Committee.
