Dear Senators:

The Virginia House has passed HB2642.  This bill would make it illegal to pay 
petiitoners in any manner related to signature production.

This bill in unfair.  It is difficult enough to get on the ballot in this state 
(particularly for statewide offices) without having to pay petitioners the same 
amount whether they gather 1 or 20 signatures per hour.  This bill will make 
ballot access much more unfair and harder to attain in this state.  People 
should be rewarded for their productivity in our society, and petitioning is 
certainly "piece work."

But, also, the bill is probably unconstitutional.  The Sixth Circuit US Court 
of Appeals ruled that an Ohio law that was very similar to this was 
unconstitutional.

Please do what is right and what is fair by voting down HB2642.
