read these points before dismissing this webinar.  "If You Don't File, You
Don't Count, and Filing Is Difficult."  This webinar is a service from

Main Theme:     Incumbent Service Providers Need to Protect Their Service
Areas from Broadband Stimulus Overbuilds by Filing Their Territories with
the RUS of USDA by 05/23

 

Key Points:

1.            Off Track:  All of us that support the broadband stimulus
program must realize that unfortunately there have been instances of, from
funding Round 1, of federal funds overbuilding incumbent networks.
Incumbents must use the filing  window this week to best protect their
investment.

2.            Deadline:  The RUS filing deadline for incumbent service
providers is this Sunday, May 23, at 12:00 noon CDT.

3.            Importance:  If you do not file, you do not count.  The RUS
has stated that the incumbent service area filings due this Sunday are the
only means by which incumbents may tell the agency where they already
provide broadband services.

4.            Terminology:  The filing's official name is: Public Notice
Filing (PNF) Response

5.            Support:  The consulting team on this Webinar has assembled a
highly automated database system to support the actual filings with RUS by
incumbents, and the all important up front tracking of what operators have
filed in your area.

6.            Complexity I:     Although RUS has provided maps of service
areas filed, at aggregate levels, the process is very difficult.  Manual
hunt and peck approaches to the federal database can leave an operator at
risk of missing particular Proposed Funded Service Areas filed for their
territories.

7.            Complexity II:   RUS requires a response to be filed by each
incumbent against each service area outlined by each applicant.  The simple
filing of a mapped location by the incumbent covering its entire current
territory is not sufficient.

8.            Scale:  The large incumbent carriers have the IT resources and
personnel to easily manage these critical filings. Small to medium sized
wireless operators, cable MSOs, and telephone operating companies are
finding this filing requirement particularly difficult.
