Las Vegas TDWR Progress Report

We appreciate the efforts that the WISP Community expends to be sure that we do not cause interference to Terminal Doppler Weather Radar (TDWR) systems that operate between 5600 and 5650 MHz. This is part of the 5470-5725 MHz band that is shared between licensed and unlicensed operators. Licensed operators, including TDWR systems, have priority over unlicensed operators. This requires unlicensed operators to avoid frequencies that licensed stations are using. It also requires unlicensed operators to use FCC-certified equipment in the 5470-5725 MHz band. Properly certified equipment contains Dynamic Frequency Selection (DFS) capability, which detects radar systems and automatically avoids using active radar frequencies.

WISPA also appreciates the many WISPs who have contributed helpful suggestions as well as the efforts of WISPA Executive Director Rick Harnish to help address the 5645 MHz interference issue that is affecting the Las Vegas TDWR system. Due to our desire to address and solve this problem as quickly as possible, the WISPA FCC Committee has contracted with a Las Vegas based engineer to perform direction-finding with a spectrum analyzer. We hope this will result in locating the source of the interference quickly. The engineer’s findings will be reported back to WISPA’s FCC Committee for appropriate follow-up action. We will endeavor to handle violator information in a prudent and respectful manner.

In the future we would like to have WISPA volunteers with access to spectrum analyzer equipment who can perform direction-finding when we are first notified of TDWR interference problems.

Again, our thanks to each of you for your efforts to strengthen and grow the fixed wireless broadband industry and to demonstrate that WISPs are worthy of gaining access to and responsibly using additional unlicensed spectrum.

Respectfully Submitted,

Jack Unger
