It's a python library. Create a new virtualenv, activate it, install 
ansible and python-hpilo and you should be good to run your playbook

virtualenv venv
. venv/bin/activate
pip install ansible python-hpilo
ansible-playbook -i "localhost," -c local playbook.yml
