The problem here is that your template is creating a python tuple, and not
creating a CSV of values

You likely want this instead:

{{ user.uid }},{{ user.sn }},{{ user.fullname }},{{ user.givenName }},{{
user.email }},{{ user.telephonenumber }},{{ user.homedir }}
