I'm not sure how to deal with the static initializer block in
MMetricsStreamHandler.MetricsElement - my javac doesn't like it and
I'm not sure that moving the assignment to METAMATA_NF and NEUTRAL_NF
to the declaration will work as expected (in 1.1).

I'm certain that I've added them as binary files to avoid any lineend
conversion problems here - could somebody on a Windows box please run
the testcases to make sure that CVS didn't break them.
