This is what I wanted to say (more or less), where the "right" scoping
rules would be rules that allow us to do the above.  Placement rules
for variable declarations and scoping rules for these variables are
coupled if you want to make them easy to follow IMHO.

I fully understand and support that point, which is why I -1ed the
only option that would require hardcoding all choices upfront.
