Has their been any thought to having tags such as:

<ifnot property="dont.compile">
  <javac ...>
</ifnot>

<if name="build.compiler" equals="javac">
  <....>
</if>

<if name="OS" equals="Windows">
 <....>
</if>

I have seen that some of the tags have attributes like "unless"
