I've made substantial refactorings to the <propertyfile> task.  Although in 
this particular case I don't agree with this patch. We should let DecimalFormat 
do its thing and let the results be exactly what that returns rather than 
modifying it further.  I'm going to mark as WONTFIX, but if you come back with 
more compelling reasons to modify this behavior I'll reconsider.  At the very 
least, truncation should only occur with an optional attribute setting - 
DecimalFormat's results shouldn't be touched unless specifically requested.
