poor error message on bad xml declaration (encoding)

ACK:

I did not make that clear -- Because my colleague has always used a valid XML 
declaration, he has never seen the error message in question at all. Ergo, no 
real evidence that there has been a change in relation to handling multi-byte 
characters. All in my fevered imagination. 

(BTW, I didn't really intend to claim that there was a change, just offering 
what I thought might be relevant information.)
