jar task not updatig

I have this task:
<target name="a_jar_file" depends="init">
  <jar jarfile="a_jar_file"
       update="true">
     <fileset dir="config/properties"/>
  </jar>
</target>
It works fine if the jar fiel does not have the extension jar. If the file 
extension is jar the file is always recreated not updated
