ant on win98 generates "out of environment space" message

I installed ant on win98 and set the path. whenever I execute any ant command 
like (ant -v) or (ant -debug), I get the message of "out of environment space".

I checked autoexcec.bat, nothing abnormal. I can run (javac) without any 
problem.
