I just dealt with this exact same behavior. The problem was trying to use
SS.exe located on the local machine. I got the same results you are getting.
The solution was to use SS.exe located on the server. Try you same command
but instead of SS try
\\${yourSSserver}\${instalationDirectory}\SS4\win32\ss.exe (and the rest of
your commandline).
