enviroment variables with Ant 1.4.1

I'm using the following in Win XP pro 
 
<property environment="env"/>
 
and I get the following error
 
"Error while setting up the environment for the application"
 
from the application ntdvm.exe. It seems things are working in
Win 2k. The error dialog has the title "Ms-Dos 16 bit subsystem",  is
Ant compiled as a 32 bit console app?.
