is this code inside a target?

This is actually what I have done after i encountered the error, but still
got
"Unexpected element pathconvert".
Here is the code :
     <fileset dir="${mydir}" id="files">
        <include name="**/*.*"/>
     </fileset>

  <pathconvert pathsep=" " property="arguments" refid="files"/>
