Vladimir Zametalin, deputy head of the presidential administration, said in an interview the methods expected were the use of "so-called independent observers and a parallel count of the votes." "Then so-called experts conclude that none of the candidates has obtained a majority. That's how it happened in Yugoslavia," he told the newspaper Sovietskaya Belorussia published here. Belarus -- the former Soviet constituent republic of Belorussia -- will hold presidential elections on September 9. "The final act of this scenario is public disorder after the election," Zametalin said. But the official recalled that President Lukashenko had already warned he would not tolerate the kind of scenario that occurred last fall in Belgrade. After elections there, opponents of the then president Slobodan Milosevic claimed victory for Vojislav Kostunica, the reformer who later replaced him after public unrest broke out. Lukashenko has been isolated by the West because of his domestic policy, and is heavily criticized by the opposition at home for his hardline rule. He faces three rivals in next month's election.
