Moscow, 27 August: Laotian Deputy Prime Minister and Foreign Minister
Somsavat Lengsavat has stated that his country shares Russia's opposition to
NATO's possible enlargement and to the United States' plans to scrap the
1972 ABM Treaty.

"Many of the Russian initiatives, including the idea of building a
multi-polar world, strengthening strategic stability, dismantling NATO and
replacing it with an organization of a new type with the participation of
Russia, as well as Russia's adherence to the ABM Treaty and support for the
idea of drafting a treaty on the creation of a nuclear-free zone in
Southeast Asia, attest to Russia's active efforts to safeguard peace and
international security," the Laotian official told Interfax today.

"None of the most important international problems can be tackled without
taking Russia's role into account or without its participation," he said.

He said that Laos is consistently pursuing a peaceful foreign policy and is
broadening international cooperation in the interests of peace and
development. "The goals and aspirations of Laos and Russia therefore
coincide," he said.

Somsavat Lengsavat said that "two-thirds of the Russian territory are
located in Asia. "Such a geopolitical location explains Russia's important
role in ensuring peace, stability and cooperation in Asia and the Pacific,
including in Southeast Asian countries and in the ASEAN member states," he
said.

The Laotian official said that, while in Russia, he plans to meet Russian
Foreign Minister Igor Ivanov "to discuss ways of strengthening and
broadening cooperation in the economy, trade, investment, education, culture
and tourism, and to invite Russian investors to Laos".

"In order to lay a groundwork for bilateral cooperation, our countries plan
to sign a package of documents, including agreements on cooperation in
tourism and on mutual visits of our citizens," he said.

"I can't say, however, whether we will have enough time to prepare all of
these documents for signing. If we fail to do so, we shall put this off
until the next high-level visit," the Laotian deputy prime minister said.

and Foreign Minister Somsavat Lengsavat said on Monday that his country
supports Russia's efforts to preserve the 1972 Anti- Ballistic Missile
Treaty.

The Laotian minister arrived in Russia on an official on Sunday.

In an exclusive interview with Itar-Tass, Lengsavat said that he praised
Russia's "active efforts aimed at ensuring peace, strengthening stability
and security in the world".

He also lauded Russia's initiatives on the creation of a multi-polar world
and Moscow's support for transforming Southeast Asia into a nuclear free
zone. "At present, no important international problem can be solved without
Russia's participation," he said, adding that two thirds of Russia's
territory is situated in Asia. Such a geopolitical location "proves of
Russia's important role in maintaining peace, stability and cooperation in
the Asia-Pacific region, including Southeast Asia", the Laotian vice-prime
minister said.

He told Itar-Tass that the Moscow talks will focus on the strengthening of
cooperation with Russia in all fields.

The foreign minister said that he is expected to meet Russian Foreign
Minister Igor Ivanov to discuss the expansion of cooperation between the two
countries, international and regional problems.

The Laotian vice-prime minister said that Vientiane and Moscow are ready to
sign several documents during Moscow meetings and talks in order to create a
"necessary foundation for bilateral cooperation". Among such documents, he
named agreements on cooperation in the field of tourism and mutual trips of
citizens of both countries.

"Our peoples have many-year historically close ties, cooperation and mutual
assistance. Laos did not forget considerable and invaluable aid provided by
Russia to support our country in its struggle for independence and building
new society," Lengsavat stressed.

positive assessment to Russia's policy towards creating a reliable nuclear
non-proliferation system and strengthening stability and security in the
region".

He believes that the Laotian leadership praises Russia's role in Southeast
Asia and its efforts to sign a treaty of friendship and cooperation in
Southeast Asia, and an agreement on transforming the region in a nuclear
free zone.

The Laotian vice-prime minister said that he is satisfied with the
development of a Russia-ASEAN dialogue, including as part of the Asian
Regional Forum. A mechanism set up within ASEAN structures become an
"important arena for solving many regional and global problems in order to
strengthen mutual understanding and trust between the states", he said.

Lengsavat said that such efforts will facilitate Russia's activity as an
ASEAN partner. An active exchange of views "is rather useful and leads to
expanding trade and attracting investments, and improving partnership in the
fields of new technologies, the environment, tourism, education and
culture", the Laotian vice-prime minister said.

Laos "has prospects for developing relations with Russia in all fields," he
added.

HO CHI MINH CITY, VIENTIANE LEADERS DISCUSS WAYS TO BOOST COOPERATION

Ha Noi, Aug. 27 (VNA) -- Leaders of Viet Nam's Ho Chi Minh City and
Laos's Vientiane capital city have agreed to give soft loans and
preferential policies to joint ventures between businesses from the two
cities.
The agreement was reached at talks held in Vientiane on Aug. 26 between
Bunhuong Duongphachan, Secretary of the Party Committee and Mayor of
Vientiane, and Nguyen Minh Triet, Secretary of the HCMC Party Committee.
The two cities' highest leaders also agreed to commission relevant
agencies and offices working under them to devise cooperation projects
between the two sides such as projects to build a medical centre, a plastic
goods plant, an entertainment complex, and exhibition-fair centres in
Vientiane.
They spent much time discussing effective and appropriate ways to bolster
the economic cooperation between the two cities and also exchanged
experiences on a wide range of issues relating to Party building, urban
management, poverty reduction, and human resource development.
Triet, who is a Politburo member of the Communist Party of Viet Nam
Central Committee, informed Bunhuong of the HCMC Party and People's
Committees' decision to grant VND 5 billion (USD 330,000) to the Vientiane
people for construction of welfare peojects
Bunhuong, who is a member of the Lao People's Revolutionary Party, told
the Vietnamese delegation that the money would be used for the construction
of a secondary school in Vientiane.
This morning, Aug.27, Triet and his entourage left Vientiane for
Champasak and Savanakhet provinces.--VNA
