   Just like Azerbaijan and Turkmenistan, Kazakhstan has a wealth in 
petroleum resources.  Its oil reserves are in the Tengiz oil fields and 
western oil companies are investing heavily in this country.  The problem is 
that the existing pipelines go through Russia and Checyna and ends at the 
Black Sea port of Novorossiysk.  Another underwater pipeline is proposed from 
Aktau to Baku.  There are several other proposed pipelines, however, 
according to the last information I presently have, the US capitalists began 
to reconsider its plan to finance a trans-Balkan oil pipeline that will go 
through Bulgaria, Macedonia and Albania which will even by-pass their Turkish 
"ally."  It becomes clear that the present struggle in Macedonia led by US 
imperialism and their fascist proxies KLA/NLA/UCK is laying the groundwork 
for the dominance of US capitalism and its pipeline.  The imperialists are 
not helping the "ethnic" KLA establish a "Greater Albania" through a 
Marxist-Leninist defined "self-determination" movement.  It is the other way 
around.  The fascist KLA are assisting the US imperialists to dominate this 
region with the hopes of being rewarded with a partnership in the pipeline 
inorder to establish themselves as an emerging capitalist profiteering 
elite....nothing but fascist surrogates of US imperialism.  Take a look at 
the "facts from the terrain" Partija Rada.  The history of US imperialism 
around the world shows that the only regimes the US capitalist support are 
those of a fascist and reactionary character who suppress their own people to 
stablize the country for the US capitalists and their investments.  Never 
does the US capitalists support a "progressive" or "revolutionary" 
organization.  NEVER. 
    This pipeline will consolidate the influence and dominance of US 
imperialism in the Balkans and reduce the cost of the proposed oil pipeline 
through Turkey according to Stratfor Global Intelligence Update of November 
24, 1999.  This pipeline was endorsed by international oil investors, U.S. 
Eximbank, the European Bank for Reconstruction and Development, the World 
Bank and the US based Albanian-Macedonian-Bulgarian Oil Company (AMBO).  The 
cost of this pipeline is expected to cost $825 million. 
    This of course will not please the Turkish ruling class who were 
instrumental in furthering the US military and political interests of the US 
capitalists in Yugoslavia and the Caucasus, including Georgia. 
    Barnett R. Rubin, Director of the Center for Preventive Action, Council 
on Foreign Relations stated in an interview, "Stability is already a thing of 
the past in the Fergana Valley."  This area extends through Tajikistan, 
Uzbekistan and Kyrgyzstan which is Central Asia'a largest "bread basket" 
region.  He further stated that, "The international community and the United 
States in particular, are already engaged in Central Asia and the Fergana 
Valley, looking for oil and gas, planning pipeline routes, pressuring 
governments on their economic policies, trying to establish a security 
structure, trying to cooperate with or displace Russia in many fields 
including the military one..."  This is classic CIA destabilition. 

    China's growing dependence on imported oil is also leading to stronger 
ties with Russia.  China, Russia and India are creating alliances in response 
to US imperialism's offensive war of aggression of "encircling" and 
dismantling Russia as well as all of Eastern Europe. 
    China not only perceives but believes that if US imperialism is 
successful in dividing and recolonizing this area, it will become the next 
target. 

    According to Jan S. Adams, Director Emerita of International Studies at 
Ohio State University, "The US-Russian Face-off in the Caspian Basin, 
Problems of Post-Comunism, 1-2/00, The United States considers the countries 
of the former Soviet Union - including those in Central Asia, the Caucasus 
and along the Black Sea - within the zone of U.S. vital interests...Russia 
interprets this posture as meaning the U.S. planes based at Incirlik, Turkey, 
could someday be used to protect pipelines in the Caucasus and Caspian region. 
    Ukraine, an important CIS member bordering the Black Sea, has...signed a 
partnership agreement with NATO...It is not a secret the Ukraine, with 
western financing, hopes to become a link in the transit of oil from the 
Caucasus and the Caspian Basin across the Black Sea and Ukraine to Western 
Europe. 
    Russia has responded forcefully to US military presence...declaring that 
a stronger American position in the Caspian oil-producing countries will not 
be permitted..." 

    On September 15, 1997, the UN authorized a joint military operation, 
Central Asian Battalion '97, which was organized and directed by the US 
Atlantic Command with the approval of NATO.  This exercise consisted of 500 
US troops from the 82nd Airborne Division and 40 from the Central Asian 
Battalion that included Kazaks, Kyrgyz and Uzbeks.  US Marine Corps General 
John J. Sheehan told reporters, "The message is that there is no nation on 
the face of the earth that we cannot get to." 

    The hypocracy of US imperialism is seen in a criticism of the former US 
president Clinton criticizing Russia about its militarism in Checyna.  The 
response of Yeltsin was a warning to Clintion that he "forgot for a second 
that Russia has a full arsenal of nuclear weapons." 
    Then on January 14, 2000 Putin changed the national security doctrine of 
"no first use of nuclear weapons."  This changed he stated was that they can 
now be used "in case of the need to repulse an armed aggression, if all other 
methods of resolving the crisis situation are exhausted or have been 
ineffective." 
    This objection was made because of the US imperialist NATO aggression 
against Yugoslavia and "criticizes the US for trying to create 'unilateral' 
solutions to global problems with military force, sidelining the basic 
founding standards of international law." 

    I believe it is quite clear that US imperialism most assuredly does have 
strategic interests in the Balkans and Central Asia.  Its interests are that 
of petroleum and oil resources located in these regions and US imperialism is 
willing to risk a nuclear confrontation to secure these resources thus the 
explanation of "Star Wars."  I hardly believe that the benevolence of US 
imperialism waging wars and trading blood for oil, let alone a nuclear war 
has anything to do with human rights and "sharing the same interests" of 
exploited and oppressed people anywhere in the world! 

    To believe this and that Milosevic and the Serbs are responsible for 
"ethnic cleansing" is nothing but a backwards opportunism based on a complete 
failure of dialectical thinking by seperating and divorcing the 
"interconnection" and "interdependence" of factual "phenomenon."  The 
selectiveness of isolated fantasy conjured into "facts from the terrain" is 
nothing more than dogmatic demogoguery which constitutes a bankrupt 
analysis...revisionism.
