[All is not well in NATO's bombed-out playground.
Hashim Thaci and Ramush Haradinaj, 'former' KLA
chieftans - the second implicated in exterminating an
entire ethnic Serbian village in 1998 - are impeding
the establishment of 'autonomy.' AFP, which dutifully
churns out the complete NATO line concerning the 1999
war, omits to remind its readers that the self-same
Javier Solana, then Secretary-General of NATO,
coordinated NATO bombings with Thaci's and Haradinaj's
forces on the round and assisted them in every
possible manner. 
Now Solana's NATO irregulars "run the risk of becoming
politically isolated," which leaves the war criminal
"disappointed." 


EU chief expresses sadness over Kosovo political
stalemate AFP - 1/12/2002 
BRUSSELS - European Union Higher foreign policy and
security chief Javier Solana expressed sadness Friday
at the inability of Kosovo's parliament to elect the
country's first head of state. "I am disappointed that
the Assembly failed again to elect the new President
of Kosovo. The people of Kosovo, as well as the
international community, have been waiting for this
election for a long time now," Solana said in a
communiqué 
"Kosovo's political leaders and elected
representatives should realize that failure to reach
an agreement to solve this issue is blocking the
establishment of autonomy," the EU diplomatic head
added. The sole presidential candidate for Kosovo,
ethnic Albanian leader Ibrahim Rugova, has failed
three times to be elected by the parliament in the
Serb province. 
And that failure has left a void at the top almost two
months after the first elections in Kosovo since the
1998-99 war. The war prompted an 11-week NATO bombing
campaign of Yugoslavia as the international community
moved in to end a bloody crackdown on ethnic Albanians
by then president Slobodan Milosevic, who currently
faces war crimes charges. 
Rugova's election was blocked by his political rivals,
former Albanian rebel leaders Hashim Thaci and Ramush
Haradinaj, as well as by the Kosovo Serb coalition
Return, which deliberately cast invalid votes. The
Albanian parties are squeezing Rugova, wanting more
power in the multi-ethnic assembly, as well as in a
future government, which the new president will
nominate. 
Solana was particularly disappointed because he
believes that the political vacuum in Kosovo will
further put off efforts at reconstructing the country.

"The more time passes, the more those who are
responsible for the deadlock run the risk of becoming
politically isolated. I urge them to work towards a
solution so that the institutions of autonomy can be
in place and operational rapidly, in the interest of
all in Kosovo," he said.
