AFP. 17 January 2002. NKorea asks UN to probe 1950s massacres.

UNITED NATIONS -- In a fresh sign of chilled relations with the United
States, North Korea on Thursday asked the UN to investigate massacres of
hundreds of civilians allegedly perpetrated by US troops in the 1950s.

In a letter to the Security Council, North Korea's ambassador to the UN,
Pak Gil Yon, said the world body "should bear due responsibility" for
the killings, since they were carried out by troops under the name of
the United Nations.

He recalled that on November 14, North Korea announced that the remains
of 59 people had been unearthed in Sinchon, South Hwanghae province.

The discovery followed the publication in September 1999 of details of
the killings of more than 400 civilians at Rogun-ri in North Chungchong
province in July 1950.

The letter alleged that 35,383 innocent civilians were "cruelly
slaughtered in most inhumane ways" by US troops in Sinchon county during
a 50-day period early in the 1950-53 Korean war.

In addition to asking the UN to investigate the massacres, Pak said "the
United Nations will have to adjust its mistaken past by retrieving its
flag and name from the United States troops in South Korea as early as
possible."

The United States has about 37,000 troops in South Korea as part of the
Unified Korean Command set up by Security Council Resolution 84 on July
7, 1950. Although the resolution recommended that member states provide
troops under US command and said they could use the UN flag in
operations against North Korean forces, the command was not a UN
military operation.
