AFP. 28 January 2002. Bush waives sanctions against Azerbaijan.

WASHINGTON -- US President George W. Bush on Monday waived sanctions
against Azerbaijan, arguing that providing aid to the former Soviet
republic was necessary for the prosecution of the war on terrorism.

After receiving the green light from Congress, Bush signed a memorandum
to Secretary of State Colin Powell, saying the waiver was "necessary to
support US efforts to counter international terrorism."

He said the suspension of the sanctions was also justified because of
the need "to support the operational readiness of US Armed Forces or
coalition partners to counter international terrorism."

The US Congress barred most of the aid to Azerbaijan in 1992, in
response
to a railroad blockade imposed by Azerbaijan against Armenia amid their
conflict over the enclave of Nagorno-Karabakh.

After the September 11 attacks, Azerbaijani President Heidar Aliyev
expressed full support for US airstrikes against Afghanistan and allowed
the United States to use his country's airspace to ferry troops and
supplies to bases in Central Asia.
