Serb leader filmed passing secrets

BELGRADE, Yugoslavia, Mar 20, 2002 (United Press
International via COMTEX) -- Yugoslavia's military
counter-intelligence service was reported Wednesday to
have filmed the former Serbian deputy prime minister
handing over computer disks with secret information to
a U.S. official. 
Both Gen. Momcilo Perisic and U.S. Embassy counselor
John David Neighbor were arrested last week after the
alleged exchange took place at a venue near Belgrade.
Perisic was held for 36 hours and Neighbor for 17
hours after they were detained at a restaurant on
March 14. 

Perisic, who has denied he passed state secrets to the
United States, resigned over the scandal Tuesday. 

The existence of a videotape was reported in
Wednesday's edition of the Belgrade newspaper Blic,
which quoted military security sources. 

Upon his release from jail, Neighbor complained he had
been mistreated while in police custody; wasn't
allowed to contact his embassy and that some tapes had
been planted in his briefcase, which had been taken
away from him. 

But military sources told Blic the videotape showed
Perisic drawing the disks from beneath his tracksuit
and handing them to Neighbor only moments before
police approached them sitting at a table and arrested
them. 

The sources also said Neighbor had no diplomatic
passport on him and his briefcase had no diplomatic
markings. 

Blic quoted sources as saying that U.S. Ambassador
William Montgomery was played the tapes as proof of
Neighbor's role in several espionage cases in
Yugoslavia over a long period of time. 

The sources also said the ambassador immediately said,
"That is what I feared" and then addressing the
security men declared, "I congratulate you." 

At a news conference Wednesday, Perisic said he had
regular contact with embassy officials from many
countries. 

He denied he had obtained secret information and
documents from Lt. Col. Miodrag Sekulic in the office
of the army's general staff. Sekulic was arrested at
the same time as Perisic and Neighbor. 

Perisic told reporters he had neither seen nor heard
from Sekulic since 1998. 

Asked if he knew he under surveillance for the last
five months, Perisic said, "They have been trailing
me, gentlemen, at least since 1999, putting every
movement of mine under the microscope."
