OTTAWA, April 11 (Xinhuanet) -- The Canadian government has dropped
a plan to create its own foreign intelligence agency, it is reported here
Thursday.
The Canadian government wanted more accurate information on
possible external security threats in the wake of the September 11attacks
but Deputy Prime Minister John Manley said Canada will rely on existing
security links with other agencies.
Creation of a foreign spy agency has often been considered but
always rejected by past governments. The matter has been under study again
since the terrorist attacks in the U.S.
The Canadian Security Intelligence Service (CSIS) already has
alimited mandate to operate overseas, and it cooperates with intelligence
agencies in other countries in immigrant and refugee background checks.
But CSIS is essentially a defensive service aimed at
counteringterrorism and espionage in Canada. It does not routinely run
