US 'advised' leader of coup

A SENIOR official of the Bush administration
telephoned the leader of the coup that temporarily
ousted President Hugo Chavez of Venezuela immediately
after he had seized power last week, it emerged
yesterday.

Otto Reich, an assistant secretary at the US State
Department, is said to have told Pedro Carmona Estanga
that dissolving the National Assembly would be
"stupid" and could provoke a backlash.

Although the State Department cited this intervention
as evidence that America had not aided or inspired the
coup, it underlined how eager the Americans had been
to ensure that Mr Chavez did not return to power. 

Mr Carmona ignored Mr Reich's advice and closed both
the assembly and the country's Supreme Court, sparking
anger that allowed the Left-wing, anti-American Mr
Chavez to seize back power.

US officials concede that they acted prematurely in
welcoming a "return to democracy" in Venezuela and
stating that Mr Chavez had resigned.
