In particular, he said, “Ukraine regards the Ukraine-NATO Action Plan and the Target Plan for 2003, approved last November, as NATO’s support of Ukraine’s course for the Euroatlantic integration aimed at receiving full membership in this organization.” Attending the session of the Ukrainian-NATO Joint Monitoring Group in Brussels on March 2-4, the Ukrainian delegation suggested establishing a Ukrainian-NATO interparliamentary council to properly carry out the Ukraine-NATO Action Plan and the yearly target plans. Heading the delegation, Deputy Parliament Speaker Oleksandr Zinchenko said this council would help implement the plans “properly and in due time,” exercising thorough control over the implementation. In his speech Zinchenko said there is every reason for talking about “the beginning of a new stage in the relations between Ukraine and NATO” after the Prague summit of Nov. 21-22, 2002. In particular, he said, “Ukraine regards the Ukraine-NATO Action Plan and the Target Plan for 2003, approved last November, as NATO’s support of Ukraine’s course for the Euroatlantic integration aimed at receiving full membership in this organization.” Zinchenko said the work of the joint monitoring group is very important, and this dialogue is evident of the brand new attitude of NATO toward the countries that are not members of this organization.
