US 'constantly changing rules' over Iraq Russian
official

-Now, with real disarmament under way, Iraq is being
told that this is not enough either and that ... the
policy must be changed and proof given that Iraq is
doing so with enthusiasm. How can enthusiasm be
measured?

MOSCOW (AFP) A senior Russian official on Sunday
accused the United States of inconsistency in its
approach to Iraq and constantly changing the rules of
the game.
We are well informed about the US position, we are
cooperating with the United States and we are trying
to understand what its motivation is, and also why it
keeps changing the rules of the game, Deputy Foreign
Minister Yury Fedotov said in an NTV television
discussion on Iraq as quoted by the Interfax news
agency.

Under last November's UN Security Council Resolution
1441 ordering Iraq to disarm, the main emphasis was
laid on international inspectors' access to all of
Iraq's facilities, Fedotov said.

Access was given, but then we were told that this was
not enough, that Iraq's cooperation was only formal,
and that real disarmament must begin, he continued.

Now, with real disarmament under way, Iraq is being
told that this is not enough either and that ... the
policy must be changed and proof given that Iraq is
doing so with enthusiasm. How can enthusiasm be
measured?, he said.

US ambassador to Russia Alexander Vershbow, taking
part in the discussion, reaffirmed Washington's view
that Iraq's apparent disarmament was a charade, and
that thousands of chemical warheads were allegedly
being moved around the country in an attempt to hide
them from UN weapons inspectors.

A March 17 deadline for Iraqi disarmament set in a
proposed Security Council resolution backed by the
United States and Britain had been carefully weighed
up, Vershbow said, as quoted by Interfax.

Waiting indefinitely for Iraq to disarm meant that
President Saddam Hussein would win, not the
international community, he said.

Vershbow warned that US-Russian relations would be
affected if a war broke out in Iraq, and that time
might be needed to repair the damage.

However, he hoped that US and Russian leaders would
find a way of finding a common position, he added.

Vershbow stressed that a military operation against
Iraq, if launched, would be very short and would be
welcomed by the people of Iraq. The same developments
could be seen in Afghanistan, he said, referring to
the US-led campaign launched in October 1991 after the
Sept. 11 attacks on US cities.
